VJC is lauded as "Singapore's Only Waterfront Junior College". The pioneering principal of the college, Mrs Victoria Lee Phui Mun (LPM), further emphasized the statement one morning, suddenly enthusing about the view from her stage in the middle of a lengthy rundown of college finances. Which might have been valid without the issue of the 8-lane East Coast Parkway in the way. Located in Marine Parade, it is regarded as one of the better Junior Colleges in Singapore. The school is close to Parkway Parade, Siglap and Suntec City, where its students like to hang out. The beach makes for cool sea breezes, lovely evening walks, the flattest cross country route for any school, swimming for those foolhardy enough to brave the brackish oily waters, and romantic "paktoring" for the more exhibitionist types.

VJC typically attracts certain student types. With Victoria School as an affiliate, the school attracts the vast majority of VS boys able to make it to this junior college. They compose the predominant intake population of VJC along with students from the Dunman High School. Students who don't like the supposed pretentiousness and pressure of RJC, "cheenaness" of HCJC, and "colourlessness" of NJC and TJC but still wish to go to a top 5 JC would apply here. Yet, those who did not do well enough to go to their choice of the other 4 usually end up here too. Finally, there are the indian and chinese brainiac scholars who can do a page long F Math problem in five lines.

The character of the college has been largely dictated by the personality of its first principal, LPM, who frequently wore tiger print skirts to school. Her 17 year (since 1984) rule has been one of the motherly iron fist. It remains to be seen how the college develops in her absence. VJC is not a party school, better illustrated by examples such as CJC or ACJC. The school maintains its tradition of being a homely if somewhat sheltered junior college. Excellence in studies are of paramount importance, students with differing philosophies faced severe "Leephuimanding" in the past. How one defers to, or rebels against this environment would usually define the contribution of each student to the school culture.

On a lighter note, members of the public and the student body have frequently complained about Victorians making out in public and in the school compound. It may be interesting to note that Cleo magazine has in the past rated the new VJC classrooms as one of the best places for such activities.
